In March 1983, on behalf of the Presbyterian Church USA, the ISC relocated 52 Cambodian refugees from a crime-infested neighborhood of Brooklyn , New York to Harrisburg , PA , to protect them from repeated muggings, home invasions, and other forms of physical abuses.
